Preface:

    “Annual Report on Financial Laws and Regulations of China: 2009”consists of “General report”, “China financial legalization process of Thirty years  reform and opening up”, “The frontiers and hot issues” and “Research report”. “General report” has two parts. The first part is titled “China financial reform under the vision of rule of law: Review and Prospect of the process of financial law in China”. In this part, the basic thread, existing problems and development trend of China financial rule of law over the past thirty years are systematically summarized at the background of reform and opening up. The second part is titled “China financial legal construction under the background of financial crisis: The 2007-2008 review”. This part has analyzed the condition of China financial legal construction in 2007 and 2008, especially analyzed the financial policies and measures taken by the Chinese government under the background of financial crisis, and then puts forward some policy recommendations on improving financial supervision, strengthening  financial legislation and actively responding to financial crisis. “China financial legalization process of Thirty years reform and opening up” has specifically analyzed the process of rule of law in the field of banking, securities and futures industry, the fund industry, trust industry, insurance and foreign exchange management, and conscientiously summed up the experience and lessons of the development of the thirty years, and then got the enlightenment for future China financial legal construction. “The frontiers and hot issues” includes analysis of hot issues in 2007 an 2008, comments on major cases or events, analysis of the impact of new laws or implementation on China financial industry, discussing about frontier theory and so on. “Research report” has embodied “China Financial Law Environment Research”. “China Financial Law Environment Research” is a regional specimens and microcosm of status quo of China's financial law. And this research is based on the investigation of the situation of Heilongjiang Province and Tangshan area by the research group of Institute of Finance and Banking, Chinese Academy of Social Sciences.
