Preface:   

China Financial Supervision and Regulation Report: 2012 (hereafter the Report 2012), as the annual report from Research Center for Financial Laws and Regulations (RCFLR), tries to reflect the current status, development and reformation of China's financial supervision and regulation in a systematic, comprehensive, persistent and authoritative manner. With the philosophy of "factually recording, objectively reviewing, and comprehensive analyzing" , we hope this report may provide reliable and useful references for financial institutes, academic researchers, and regulatory authority.

    The Report 2012 consists of three parts as General Reports, Sub-reports, and Special Topics. The first of the two general reports is Evolution of China’s Financial Supervision and Regulation: 1949-2011, which discusses the characteristics, philosophy and problems of China’s financial regulation and supervision system in the review of its sixty years’ evolution process and proposes some policy recommendation for its future development. The second general report is China’s Financial Supervision and Regulation: Developments in 2011, which makes a survey of the main reform and policy issues of China’s financial supervision and regulation in 2011 and gives an outlook of 2012. Sub-reports provide the details of development in the regulation of banking, securities, insurance, and foreign exchange administration. In this part we also present the dynamics of international financial regulation as the background of China's development in the related areas. Special Topics deliver deeper analysis on some important issues in China's financial supervision and regulation, including macro prudential policy, shadow banking, implementation of Basel III in China, and the regulation of wealth management products. We also include a systematic survey of the theoretical development in China's financial regulation in this part.
